The measure would also make the superintendent of public instruction the board\u2019s chair and a voting member.<\/span><\/p>\n<p><span>The proposal is one of several constitutional amendments advanced by Republican lawmakers this session that would ask voters to approve changes to state government.<\/span><\/p>\n<p><span>Rep. Hugh Blackwell (R-Burke), the bill\u2019s primary sponsor, said the change would give voters more direct influence, but Democrats on the committee warned it ties seats directly to gerrymandered legislative maps.\u00a0<\/span><\/p>\n<p><span>\u201cIf you want to get different results, you don\u2019t continue to do things the same way that you\u2019ve been doing them,\u201d Blackwell said. \u201cI think this amendment is recognition that maybe we need to look at changing the way we lead education in North Carolina.\u201d<\/span><\/p>\n<p><span>Blackwell pointed to concerns about student performance as a reason the change was needed and said it would also prevent conflicts between the State Board of Education and the superintendent.\u00a0<\/span><\/p>\n<p><span>Under the current system, the board includes 11 members appointed by the governor and confirmed by the General Assembly, along with the lieutenant governor, state treasurer and superintendent of public instruction. Marcia Morey (D-Durham) offered an amendment that would have required an independent redistricting commission, rather than the General Assembly, to draw the districts.<\/span><\/p>\n<p><span>\u201cIf the purpose is to try to give members in the community some sense of connection with who\u2019s representing them on the state board, \u201cI would think we would want to try to protect those communities and make sure that it is drawn as independently as possible,\u201d Morey said.<\/span><\/p>\n<p><span>Blackwell pushed back saying politics is already baked into the process through the governor\u2019s current appointment power. \u201cI think we are kidding ourselves if we think we can take politics out of education,\u201d Blackwell said. \u201cI think that that is a pipe dream.\u201d<\/span><\/p>\n<p><span>The committee ultimately rejected Morey\u2019s amendment on a voice vote before advancing the bill to the House Rules Committee.<\/span><\/p>\n<p><span>If approved by both chambers, the proposal would go before voters as a constitutional amendment in November\u2019s general election.
