Dan Blue (D-Wake) voted Wednesday to put the proposed constitutional amendment on local property tax limits on the November ballot.\u00a0\u00a0<\/span><\/p>\n<p><span>The Senate vote was just a few hours after the House voted to add the local property tax limit to the ballot. The Senate vote was the last step that elevates the proposed amendment to a question for voters in the general election.<\/span><\/p>\n<p><span>In addition to the local tax limit, the Senate voted to put a \u201cright to work\u201d constitutional amendment on the ballot. The House has not yet voted on that amendment.\u00a0<\/span><\/p>\n<p><span>Senate Republicans voted to table without debate changes Democrats offered that would add to or rewrite the constitutional language Republicans proposed.\u00a0<\/span><\/p>\n<p><span>Sen. Kandie Smith (D-Pitt) wanted to exempt local governments from a tax limit if the increases were to pay for schools and public safety. If the state forced a county into a budget shortfall, the state would make up for it.\u00a0<\/span><\/p>\n<p><span>Reductions in state funding have left local governments holding the bag, Smith said.<\/span><\/p>\n<blockquote>\n<p>NC voters set to weigh in on limiting state income tax and property taxes in November<\/p>\n<\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" data-secret=\"SqvzPdVL42\" frameborder=\"0\" height=\"282\" marginheight=\"0\" marginwidth=\"0\" sandbox=\"allow-scripts\" scrolling=\"no\" security=\"restricted\" src=\"https:\/\/ncnewsline.com\/2026\/05\/20\/north-carolina-house-constitutional-amendments\/embed\/#?secret=nAILS3ROgI#?secret=SqvzPdVL42\" style=\"position: absolute; visibility: hidden;\" title=\"\u201cNC voters set to weigh in on limiting state income tax and property taxes in November\u201d \u2014 NC Newsline\" width=\"500\"><\/iframe><\/p>\n<p><span>\u201cThis is a trap,\u201d she said.\u00a0 \u201cWhat you\u2019ve done is you starve local government from the top down. Now you want to cap them from the bottom. Then you want to blame them when the school roof is leaking and the deputy can\u2019t go on patrol.\u201d<\/span><\/p>\n<p>Read more <a href=\"https:\/\/northcarolinamovingjournal.com\/?p=171\">NC voters set to weigh in on limiting state income tax and property taxes in November<\/a><\/p>\n<p><span>Senate Republicans did not speak in support of the bill Wednesday, but Republican legislators have argued that local property taxes have spiraled out of control, jeopardizing the ability of residents, particularly those on fixed incomes, to stay in their homes.\u00a0<\/span><\/p>\n<p><span>Blue, the Wake Democrat, said later that he voted for the amendment because he wants to address gentrification in downtown Raleigh, where longtime residents, now retired, are paying high taxes on homes they\u2019ve lived in for decades.\u00a0<\/span><\/p>\n<p><span>\u201cThis doesn\u2019t give us any power we don\u2019t already have,\u201d Blue said of the amendment. \u201cIt doesn\u2019t do anything specifically, except to say, \u2018We\u2019ll do our job.\u2019 And our job ought to be how to figure out how to solve these problems on affordability, because that\u2019s really what it\u2019s all about.\u201d<\/span><\/p>\n<p><b>Right to work\u00a0<\/b><\/p>\n<p><span>As Senate Republicans moved to put a \u201cright to work\u201d amendment on the November ballot, Democrats argued that it is anti-union and doesn\u2019t help workers.\u00a0<\/span><\/p>\n<p><span>\u201cIt does not say you can\u2019t join a union,\u201d said Sen. Carl Ford (R-Rowan). \u201cYou cannot be forced to do so.\u201d<\/span><\/p>\n<p><span>The amendment prohibits making union membership a job requirement. It mirrors an existing state law.\u00a0<\/span><\/p>\n<p><span>The Senate approved the amendment in a party line 30-16 vote.\u00a0<\/span><\/p>\n<p><span>Sen. Jonah Garson (D-Orange) talked about the white supremacist roots of \u201cright to work\u201d laws.
