{"id":189,"date":"2026-05-22T17:38:35","date_gmt":"2026-05-22T17:38:35","guid":{"rendered":"https:\/\/northcarolinamovingjournal.com\/?p=189"},"modified":"2026-05-22T17:38:35","modified_gmt":"2026-05-22T17:38:35","slug":"new-student-loan-limits-challenged-by-democratic-attorneys-general-governors-in-lawsuit","status":"publish","type":"post","link":"https:\/\/northcarolinamovingjournal.com\/?p=189","title":{"rendered":"New student loan limits challenged by Democratic attorneys general, governors in lawsuit"},"content":{"rendered":"<div>\n<p>WASHINGTON \u2014 A coalition of Democratic attorneys general and governors sued the U.S. Department of Education on Tuesday\u00a0over forthcoming regulations that will impose new borrowing limits for students pursuing certain advanced degree programs.\u00a0<\/p>\n<p>Read more <a href=\"https:\/\/northcarolinamovingjournal.com\/?p=187\">Those potholes in your street reveal a money problem for cities and states<\/a><\/p>\n<p>The\u00a0lawsuit \u2014 filed in the U.S. District Court for the District of Maryland \u2014 challenges a portion of the incoming federal student loan system overhaul that sets stricter loan caps for students partaking in\u00a0postbaccalaureate degree programs that do not fall under the department\u2019s \u201cprofessional\u201d classification, such as nursing, teaching and social work.<\/p>\n<p>The department finalized regulations, published\u00a0May 1, that implement the student loan overhaul outlined in congressional Republicans\u2019 mega tax and spending cut bill signed into law by President Donald Trump last year. Most of the student loan provisions will take effect July 1.\u00a0<\/p>\n<p>The forthcoming regulations eliminate the Grad PLUS program, which allowed graduate and professional students to borrow up to the full cost of attendance.\u00a0<\/p>\n<blockquote><p>Big changes arrive July 1 for student borrowers, including in loan repayments<\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" data-secret=\"zuFMAZvDZH\" frameborder=\"0\" height=\"282\" marginheight=\"0\" marginwidth=\"0\" sandbox=\"allow-scripts\" scrolling=\"no\" security=\"restricted\" src=\"https:\/\/ncnewsline.com\/2026\/05\/08\/repub\/big-changes-arrive-july-1-for-student-borrowers-including-in-loan-repayments\/embed\/#?secret=6W9WBHoKNL#?secret=zuFMAZvDZH\" style=\"position: absolute; visibility: hidden;\" title=\"\u201cBig changes arrive July 1 for student borrowers, including in loan repayments\u201d \u2014 NC Newsline\" width=\"500\"><\/iframe><\/p>\n<p>Graduate student loans will have a $20,500 annual limit and $100,000 aggregate cap. Professional student loans will have a yearly limit of $50,000 and aggregate cap of $200,000.\u00a0<\/p>\n<p>However, the programs that fall under the department\u2019s \u201cprofessional\u201d category \u2014 and thus are eligible for the higher borrowing limit \u2014 are limited to pharmacy, dentistry, veterinary medicine, chiropractic, law, medicine, optometry, osteopathic medicine, podiatry, theology and clinical psychology.<\/p>\n<h4>\u2018Professional degree\u2019 definition at issue\u00a0<\/h4>\n<p>The states allege that the department \u201cunlawfully altered\u201d the \u201cprofessional degree\u201d definition \u201cby adding new requirements and narrowing eligibility in ways Congress never authorized,\u201d per a\u00a0press release regarding the lawsuit.\u00a0<\/p>\n<p>Read more <a href=\"https:\/\/northcarolinamovingjournal.com\/?p=185\">North Carolina Court of Appeals rejects \u2018fair elections\u2019 lawsuit<\/a><\/p>\n<p>The states also argue that the \u201cprofessional degree\u201d definition will harm them by \u201creducing funding for many State institutions of higher education and impeding the States\u2019 abilities to meet critical workforce needs and provide services to their residents.\u201d\u00a0<\/p>\n<p>The states also allege that the regulations will threaten their \u201cability to meet critical workforce needs, especially in healthcare,\u201d and that the forthcoming reduced loan limits will \u201clikely cause students to graduate with more debt, discouraging them from finding less remunerative jobs in rural areas or the classroom.\u201d\u00a0<\/p>\n<p>The lawsuit included attorneys general in\u00a0Arizona, California, Colorado, Connecticut, Delaware, the District of Columbia, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Rhode Island, Vermont, Virginia, Washington and Wisconsin, in addition to the governors of Kentucky and Pennsylvania.<\/p>\n<h4>Administration defends loan caps\u00a0<\/h4>\n<p>Under Secretary of Education Nicholas Kent said that \u201cafter decades of unchecked student loan borrowing that gave schools no reason to control costs, these commonsense loan caps \u2014 created by Congress \u2014 are already incentivizing colleges and universities to lower tuition,\u201d in a statement shared with States Newsroom.\u00a0<\/p>\n<p>\u201cClearly, these Democratic governors and attorneys general are more concerned about institutions\u2019 bottom-line rather than American students and families\u2019 ability to access affordable postsecondary education,\u201d Kent added.\u00a0<\/p>\n<p>Read more <a href=\"https:\/\/northcarolinamovingjournal.com\/?p=183\">Jan. 6 police officers sue Trump over $1.77B \u2018taxpayer-funded slush fund\u2019<\/a><\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>A coalition of Democratic attorneys general and governors sued the U.S. Department of Education on Tuesday over forthcoming regulations that will impose new borrowing limits for students pursuing certain advanced degree programs.<\/p>\n","protected":false},"author":1,"featured_media":188,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[1],"tags":[],"class_list":["post-189","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-interesting"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.6 -
