But even as that long overdue news was being made, the lawmakers also moved to advance a series of state constitutional amendments that would, if enacted, have massive implications for future state budgets and core public services.<br \/>\nTopping the list: a proposal to slash the already existing cap on state income taxes and another to cap local property taxes \u2014 moves that would almost certainly further eviscerate the state\u2019s already torn and threadbare public education system.
