It\u2019s the latest attempt by state lawmakers to regulate the sale of hemp products after years of proposals that ultimately didn\u2019t succeed.<\/span><\/p>\n<p><span>The measure would prohibit businesses from selling these products to those under 21. If a seller has \u201creasonable grounds\u201d to believe the prospective buyer is under 21, the seller must check the buyer\u2019s ID.<\/span><\/p>\n<p><span>Rep. Jimmy Dixon (R-Duplin), who presented the bill, said he was motivated to draw public attention to issues surrounding cannabis. He said there was a 14-year-old in his district who wound up in the emergency room after purchasing a hemp-derived product.\u00a0<\/span><\/p>\n<p><span>\u201cThere are a lot of other details surrounding cannabis that have been discussed and will continue to be discussed, but ladies and gentlemen, to be sure we\u2019ve got the good sense to be an agent on these types of problems, that is the lowest hanging fruit there is,\u201d he said.\u00a0<\/span><\/p>\n<blockquote>\n<p>NC cannabis report emphasizes shutting off kids\u2019 access, while allowing a \u201cregulated adult market.\u201d<\/p>\n<\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" data-secret=\"xu3LTZWtsK\" frameborder=\"0\" height=\"282\" marginheight=\"0\" marginwidth=\"0\" sandbox=\"allow-scripts\" scrolling=\"no\" security=\"restricted\" src=\"https:\/\/ncnewsline.com\/2026\/04\/03\/nc-cannabis-report-emphasizes-shutting-off-kids-access-while-allowing-a-regulated-adult-market\/embed\/#?secret=uP5cJmlK3I#?secret=xu3LTZWtsK\" style=\"position: absolute; visibility: hidden;\" title=\"\u201cNC cannabis report emphasizes shutting off kids\u2019 access, while allowing a \u201cregulated adult market.\u201d\u201d \u2014 NC Newsline\" width=\"500\"><\/iframe><\/p>\n<p><span>Those found in violation of the measure would face a Class 2 misdemeanor as well as a $500 fine for a first offense, $1,000 for a second offense and $1,500 for subsequent offenses.\u00a0<\/span><\/p>\n<p><span>Rep. Pricey Harrison (D-Guilford) asked if the bill\u2019s language accounted for potential modifications to hemp-derived products. Dixon nodded in the affirmative.\u00a0<\/span><\/p>\n<p><span>Legislators also voted in favor of an <\/span><span>amendment<\/span><span> to add kratom products to the under-21 ban.<\/span><\/p>\n<p><span>Rep. Jeffrey McNeely (R-Iredell), who proposed the amendment, said he felt it was necessary to add those items to the bill.\u00a0<\/span><\/p>\n<p>\u201cI\u2019ve worked on this for quite a while now, trying to put forth these bills,\u201d McNeely said. \u201cWe\u2019ve definitely got a problem.
