{"id":60,"date":"2026-05-12T22:07:05","date_gmt":"2026-05-12T22:07:05","guid":{"rendered":"https:\/\/northcarolinamovingjournal.com\/?p=60"},"modified":"2026-05-12T22:07:05","modified_gmt":"2026-05-12T22:07:05","slug":"nc-house-plan-would-bolster-expand-access-to-rural-healthcare","status":"publish","type":"post","link":"https:\/\/northcarolinamovingjournal.com\/?p=60","title":{"rendered":"NC House plan would bolster, expand access to rural healthcare"},"content":{"rendered":"<div>\n<p><span>The NC legislature\u2019s House Health Committee endorsed a plan for improving rural residents\u2019 access to healthcare by establishing a fund that would help pay for new or renovated facilities in regions where hospitals are struggling and some have already shut their doors.<\/span><\/p>\n<p>Read more <a href=\"https:\/\/northcarolinamovingjournal.com\/?p=58\">NC lawmakers revamp bills to bar \u2018adversarial\u2019 nations from farmland<\/a><\/p>\n<p><span>State legislators have discussed over the years making it easier for rural residents to obtain healthcare because many have to travel miles for routine office visits or hospital treatment.\u00a0<\/span><\/p>\n<p><span>House Bill 1090<\/span><span> would establish a fund for new buildings, repairs and renovations, or other healthcare infrastructure projects in rural counties. The money would be used for grants or loans at below-market rates. The bill also establishes a Rural Healthcare Infrastructure Council to administer the fund.\u00a0<\/span><\/p>\n<p><span>The new fund would get its start by taking over the assets of the Rural Health Care Stabilization Program, which was created in 2019 for Randolph Hospital. The stabilization program fund has a balance of a little more than $39 million.<\/span><\/p>\n<p><span>Rural Healthcare Initiative<\/span><span>, a nonprofit collective, published a <\/span><span>healthcare blueprint<\/span><span> for the state\u2019s rural counties last year. It took an inventory of healthcare resources in the state\u2019s 78 rural counties, analyzed where rural residents receive care, and developed a forecast for future demand.<\/span><\/p>\n<blockquote>\n<p>NC has plenty of doctors and nurses to deliver babies, but rural counties still go without<\/p>\n<\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" data-secret=\"BeurIOnNhI\" frameborder=\"0\" height=\"282\" marginheight=\"0\" marginwidth=\"0\" sandbox=\"allow-scripts\" scrolling=\"no\" security=\"restricted\" src=\"https:\/\/ncnewsline.com\/2026\/03\/10\/nc-has-plenty-of-doctors-and-nurses-to-deliver-babies-but-rural-counties-still-go-without\/embed\/#?secret=JkJQ0pecZb#?secret=BeurIOnNhI\" style=\"position: absolute; visibility: hidden;\" title=\"\u201cNC has plenty of doctors and nurses to deliver babies, but rural counties still go without\u201d \u2014 NC Newsline\" width=\"500\"><\/iframe><\/p>\n<p><span>\u201cThat\u2019s the blueprint that I\u2019m hoping this fund and this council can address,\u201d Rep. Sheps Center at UNC-Chapel Hill, a dozen rural hospitals in the state have closed since 2005.<\/span><\/p>\n<p><span>\u201cNorth Carolina owes a responsibility to its citizens in rural areas to have access to healthcare,\u201d said Reeder, a medical doctor. \u201cUnfortunately, across North Carolina in these rural areas, too many of our communities are suffering and dying for lack of healthcare infrastructure.\u201d\u00a0<\/span><\/p>\n<p><span>Continued financing for rural hospital infrastructure could come from state government, the federal government, philanthropies, or economic development funds, Reeder said.\u00a0<\/span><\/p>\n<p><span>The new council would work with the North Carolina Department of Health and Human Services on an annual plan.
