A bill moving through the N.C. Senate would eliminate some inspections of adult care homes that a powerful Republican legislator says are unnecessary and duplicative.\u00a0<\/span><\/p>\n

Sen. Jim Burgin (R-Harnett), sponsor of <\/span>Senate Bill 863<\/span>, said the bill grew from talks with home operators. Burgin said he does not want to compromise safety, but that too many state and local agencies have overlapping inspection responsibilities.\u00a0<\/span><\/p>\n

\u201cWhen we\u2019re inspecting for pest control eight times, we need to have a conversation,\u201d\u00a0 Burgin told the Senate Health Care Committee, which endorsed the bill Wednesday.\u00a0<\/span><\/p>\n

Burgin said the N.C. Department of Health and Human Services has concerns about the bill. Janssen White, DHHS assistant secretary for government affairs, would not answer questions about the bill after the committee meeting and directed reporters to the agency\u2019s communications office.<\/span><\/p>\n

In an emailed statement, DHHS said that with any legislation about adult care homes, \u201c<\/span>we want to ensure there is no negative impact on resident safety at these facilities. NCDHHS will continue to work collaboratively with our partners at the NCGA throughout the legislative process.\u201d<\/span><\/p>\n

Sen. Julie Mayfield (D-Buncombe) suggested the bill be sent to a study committee or an oversight committee to examine the issue and dig into the details.\u00a0<\/span><\/p>\n

\u201cI think I understand what you\u2019re trying to do,\u201d she said. \u201cThis also seems very broad.\u201d<\/span><\/p>\n

The committee did not act on her suggestion.<\/span><\/p>\n

Work on the bill will continue, Burgin said, and it is likely to change.<\/span><\/p>\n

Adult care homes are for people who have difficulty with \u201cactivities of daily living\u201d such as eating, bathing, or dressing. They are also home to people with cognitive impairments that may jeopardize their safety.<\/span><\/p>\n
